The 68th Congress of the International Federation of Association Football (FIFA) was held in Moscow on 13 June, the eve of the start of 2018 FIFA World Cup Russia. Delegates from all 211 national football associations and six continental confederations assembled in Moscow for the Congress. Russian President Vladimir Putin addressed the event’s participants. Proxy Centre provided transport services for the Congress.

“The FIFA World Cup is important for our country”, the President of Russia noted in his address to the FIFA Congress. “Many generations of Russian fans have dreamed of welcoming the world’s best teams to our country. And, tomorrow, this dream is coming true. It is embodied in twelve first-class stadiums and state-of-the-art infrastructure. Yet the main thing is the huge numbers of devoted football fans from all over the world coming to Russia and sharing our joy in being part of this exciting, thrilling sporting event. Such large, mass international forums as the football World Cup are not just a spectacle and a thrill; they are an excellent opportunity for millions of people to gain knowledge about different peoples and their traditions and to find new friends.”

Gianni Infantino, FIFA President, thanked the head of Russia for letting everyone participating in the tournament feel part of a family. “I would like to thank Russia, President Vladimir Putin, the government of Russia, the local organizing committee, the Russian Football Union, all the volunteers – and there are more than 50,000 of them! – and, of course, the 150 million Russians hosting us and sharing our joy at the football fest, the most beautiful event ever held in the world”, said the President of the International Federation of Association Football.

Congress delegates approved the budget for the 2019–2022 cycle and amendments to the FIFA Statutes. In addition, host countries of the 2026 FIFA World Cup were designated. Morocco was up against the associations of Canada, Mexico and the US, which had submitted a joint application. With 134 Congress delegate votes, the North American application won. For the first time, the World Cup will be held in three countries at once. Previously, FIFA had given the World Cup to more than one country only once, when Japan and South Korea jointly hosted the 2002 World Cup.

Before the vote was taken at the end of the Congress, delegates discussed FIFA’s activities. Alexey Sorokin, Russia 2018 LOC CEO, spoke to the delegates about the readiness for the World Cup.
